Well we have decided to use the patch method to fix our problem.
I first grind out enough wood to get to a solid base. I then chisel or cut the sides and ends as flat as possible.

A plug is then cut as close to the size of the hole as possible.
The plug is then cut to fit as tight as possible and glued in place.
Now that our patch has dried it can be carved to fit the head. Any small imperfections can be filled with wood putty and blended in. Now when I texture the small amount of putty will not affect the look of the texture.
